Kim Hyeok (Jin mo Ju) flees from North Korea, leaving his mother and his younger brother Cheol back. As the years pass, he ascends to a prominent gangster in Busan, meanwhile always looking for his brother. When he finally finds his brother, his right hand Tae min (Han Sun Jo) betrays him and he is sent to prison. When Kim finally gets out of jail after three years he discovers that his traitor has taken over his organization. Still worse is however, that now his brother is a cop and wants to put him back in jail, because he holds his older brother responsible for their mother's death.
